Johnson was born May 31, 1923, in Denver, Colorado. He married Irene Johnson in 1947.
Johnson earned associates degrees at North Park and Bethany colleges. He graduated North Park Theological Seminary in 1948 and was ordained in 1950.
Johnson served Covenant churches across the country: Mission Covenant Church in Lily Lake, Illinois; Marquette Covenant Church in Marquette, Kansas; Evangelical Covenant Church in Aurora, Nebraska; Mission Covenant Church in Galesburg, Illinois; First Covenant Church in Iron Mountain, Michigan; Eagle Rock Covenant Church in Los Angeles, California; First Covenant Church in Fresno, California; Kirkland Covenant Church in Kirkland, Washington, and Beverly Covenant Church in Chicago, Illinois. He also served as a missionary to Yakutat, Alaska.
Johnson served the denomination in other capacities, including secretary and chairman of the Board of World Mission, vice chairman of the Central Conference Executive Board, and secretary and chairperson of the Pacific Southwest Conference Executive Board.
